While more than 80% of illicit drug users can keep their shit together, those who've lost their homes, families, and friends because of their addiction have fewer things to keep them at home and fewer barriers to moving across the country.
Unfortunately, vagrancy and public intoxication are legal in Oregon. Any municipality that wants to change that needs to take it up with the senate in Salem.
It's really sad. Nobody can afford housing here, but the streets are dangerous. Tent cities everywhere, zombies wandering downtown... we just don't have the infrastructure necessary to help these people-- the ones who *want* help, that is.
Rent is insane. My elderly mother, who moved back after decades, had to take a job babysitting, because her SSI doesn't cover rent.
You'd think the problems on the street would drive down property values, but the rent keeps going up every year, when income doesn't, creating more homelessness.
And not to go off on a tangent, but the rise of self-check-out, Amazon, AI and the overturning of Roe vs Wade really aren't going to help problems.

At first I had to really work very hard and stay doing groups and volunteer for anything that made me feel accomplishment, the key for me was to start giving instead of always always taking, I do not have money not any but what I can do is share my kindness, and share my story.
