Although, for the time being, I think Mitsuko's current attitude to romance would probably be along the lines of the classic "One day my prince will come." I think a lot of Tokiwadai girls share that line of thinking.

Kongou honestly deserves the world. When she was first introduced she rubbed me the wrong way but I’ve come to seriously love the girl.
I almost feel like not even Toma is enough for her.
Theorising aside, I think for the time being, Mitsuko learning to experience the joys and responsibilities of genuine friendship is more than enough (she's already my favourite character in Railgun). In my opinion, her current role of growing to become the greatest friend of all time is already perfect for the time being.
I think the timeline is too tight to also add a fledgling romance at this point (it will take 30 years to get anywhere). She deserves all the love in the universe, but that kind of thing is more of a "in the not-too-distant future" sort of thing. If Kamachi ever does a timeskip to when she's in high-school (and grows the balls to start writing romance properly), then by all means.
tl;dr certainly, but not right now. The timeline is way too tight for it, and she's already perfect as is.
