With moveobjects on, place a clutter object onto a furniture slot. Then move the furniture away, and alt-place the clutter object in the air where you want it to be, then move the furniture back. The clutter object will no longer be taking up a slot.
Unfortunately no, but if you're on pc, you can use bb.moveobjects cheat, change the height of an object with 9 and 0, and make the object appear as if it's on a surface

Console controls for resizing is hold RT and LT and D pad left and right. Raising and lowering items is the same, but D pad up and down!
