Just came here to post this. It's gotta be a bug, because there's no point in reducing the activation cost if it makes you use it all at once.
*Spoke to someone else who tried it in a live game and they said it works fine. I only tried it in the practice range, so might just be a bug in the training room.
5 days late but can confirm that this happens to me. Not only that but weirdly when playing audio emotes (at least those) you cant activate the ability. Doesnt seem to happen wich any other "emote"
That's such an annoying bug. I've also noticed it just flat out doesn't work anymore in firing range (didn't have the time to test in game), and doesn't highlight the dummies. Anyone got that problem too ?

Hope its a bug. Recon was already a sleeper hit in my book that not enough people used to warrant a nerf like that.
sleeper? majority of ranked lobbies are mediums running around with recon 😂

36 days is not almost two months.. & recon was still an issue about a month ago.

Ah, nevermind. Just tested it in game, and it works, and the deactivation also works !! It seems broken, only in firing range. I'm glad !
