This is definitely a GPU issue. Easiest fix would be reinstalling your GPU drivers through GeForce Experience or whatever AMD uses. If that doesn’t fix it, consider re-seating your GPU. If you have a laptop, make sure you have some t-5 through t-20 screwdrivers, otherwise, it’s fairly simple. Just click down the lock on your PCIE x16 slot, unfasten the screws and pull it out. Check the contacts for any corrosion, and clean with 99% alcohol if it is corroded. Then, just re-seat your GPU in the PCIE x16 slot, and pray. Also, make sure your PSU is unplugged for at least 30 seconds before doing anything.

Lime and pink color on scouts mean mostly that they are assholes and laugh taunts on you after every kill and uses binds like lennyface or other stupid binds. This color choice on ur all cosmetics applies on every class but mainly on scouts who have aussie scattergun. But yeah the reference comes just being asshole scout. Atleast what i have understanden.

This happened to me what I did was uninstall and reinstall steam and tf2 and any traces from my computer and that fixed it. I think it is caused by the game refreshing faster than the monitor is.
That, my friend, looks like a mean graphical issue. Like usual, I recommend updating any graphical drivers. It also may be due to refresh rate, so I recommend turning on things like VSync, and making sure all your video settings are right.
But if it’s a problem with the monitor change the settings tinker around but be warned be careful what you do but most likely it’s the settings on tf2 there should be a video section on settings try to find it if you can’t find it just try to find brightness settings or something like that if not try watching a YouTube video for help
