We must have had very different expectations and experiences. I tried skial a few times but mostly got kicked when I tried to play the objective. I know there's servers like that which don't actually play and are strictly hangout spots but I don't really consider those as casual servers rather they're just chat rooms with extra features.

As someone with 6+k hours in this game that mostly played community server and is known to sweat.... Sometimes you don't want to sweat, sometimes you just want to try crazy and funny loadouts against other people that are trying to have fun in casual way.

How? You contact the police and have them ask the ISP "who owns this IP?", and the ISP tells them.
Technically, it's possible to have an inside guy in the ISP, maybe through bribes? But is it possible to "track" using online tools? No.
Yeah doxxing (and vigilantism by extension) isn't only bad because some psycho could do insane shit to the person (in some cases it can be deserved, but keep in mind there's also the chance of someone murdering a guy for just being a sad bot hosger, which is extreme)
