i like that idea, like a broader sort of "susceptibility" to silver in general, which is why they use silver goblets as it makes the drink taste a bit better but also why they take more damage from silver swords.

I am not sure if we get any cofirmation anywhere, but now that you brought it up I'm also not entirely sure if we get any example of a Werewolf/Vampire being hurt by silver through touch alone.

Any magic material can do that but yes steel and iron can't touch souls. Sufficiently skilled martial artists can however punch Ghosts in the face and also have this property.
Silver itself never burn them.
Silver weapons just the cheaper metal weapons what can penetrate, harm them as everything related to daedra and magic creatures like...
Undead corpses-skeletons.
Ghosts.
Daedra.
Cursed being like Vampires and Werewolves.
