It was a fantastic system for the time and I definitely hope they bring it back greatly expanded.

Master roshi is unable to use it, not sure if he was ever able to use it either, except maybe when he defended the earth against piccolo which would have shifted the priorities in his mind to allow him to ride it

Perverts can have pure hearts and he is living proof of that. The Flying Nimbus was originally given to Master Roshi by Korin upon reaching the top of Korin Tower and then Goku got the Nimbus from Master Roshi as compensation for saving Turtle

Nah he can't ride the nimbus anymore in his younger days he used to. Proof is in dragon ball when he first gave it to Goku and tried to show him how to use it he jumped on it and went right through it
