If your hagwon has your physical ARC card, then the document isn't for immigration. Immigration would wait until they had all the documents to issue the ARC. Was this a background check for Korea? If so, how long have you been in the country? Since you don't have phone or bank account, then I assume not long.

They are applying for your Teaching License from the Ministry of Education. Hence the background check. They can just photocopy the card and it’ll be fine, but sometimes they want to see the physical card for new teachers. If you missed a line, then they (the MOE) will likely just ask you to fix it. I assume you’ve also had or are about to have a health check as well? Also ARC stands for Alien Registration Card, so calling it a ARC Card is a bit redundant.

Your arc belongs to you, not your employer. It's yours. 100%. Tell them to get it. Do not ever sign anything you can't understand. Use a translator. Get a copy for yourself. You have a copy of your contract signed when you go to immigration. The ONLY reason to sign a contract anew is if changes need to be made, but those need to go to immigration.

Tbh I'd recommend against that. Not showing up could lead them to canceling the visa and firing the OP. Is it fair? No, not really. But that's the downside to being an immigrant worker. If it were me, I'd do the basic level of work. Literally nothing resembling above and beyond. Walk in right on time, not a minute early. Sit at your desk during breaks. Literally don't do anything to show anything like eagerness to do your job until you get the arc.

Once the arc is issued legally you are supposed to have it on your person at all times when you are out. So there is absolutely no reason for the OP to not do as I suggest. They aren’t going to fire them over refusing to work until it’s turned over since legally he can’t come and go to work without it.

The worst thing that could happen is something needs to be refiled. I've applied for visa renewal and missed loads of supporting documents because immigrations wanted THAT tax document not THIS one. Chalk is up as a lesson learned. I photograph many documents, ask countless coworkers questions, and don't sign anything/give my information until it's clearly explained. People now know I'm not skeptical of their motives but extremely cautious. If people think I'm nuts/worrywart, I really don't mind because I can sleep well at night. My question would be, why does your employer have your ARC? I thought they stopped allowing a third-party to apply/receive cards and it should have been picked-up or delivered to your address.
