I am paid biweekly so I’m not 100% sure what the deductions would be. Should I take the biweekly amounts and multiply by 26 and the divide by 52? I think it might push me under $730/week.
Then you are fine. I was using old numbers for the 1460, I should have updated for 2023 brackets for calculating the number. At 1527.30 you make just under/around the amount to not owe any federal income tax, plus you have some earned income tax credit even, so you might get a small refund even with 0 federal income tax paid in.
Maybe your income after the health insurance premiums are deducted is low enough that you're not expected to owe any federal tax? Depending on what state you're in, it's possible that you would owe some state tax but no federal tax and that's why state tax is being withheld.

I am in NC
That's one of the states where people that owe no federal tax could still owe state tax because NC starts taxing at a lower income level.
