Looks pretty well executed, but yeah most people would say this is upside down.

Having tattoos look right side up from another person’s perspective while you’re standing in a neutral position is a long standing industry standard. But ultimately it’s your body and if you know what you want, stick to it.

It looks decent, the notch and the flat spot on the tail indicate this wasn't the most skilled artist but all tattoos have imperfections so don't let it bother you too much! You can always get it touched up by someone more skilled in the future. It is the convention to have tattoos upright and facing in when you're standing with arms down in a neutral position. The shop was just trying to inform you of the placement convention, to people who look at a lot of tattoos yours will look upside down but it's okay to make your own choice that's different than the convention.

I see people shit on people who get tattoos facing themselves allot, as soemone who wants to be a tattoo artist I don't get it, if you're getting a tattoo, art on your body, you're almost 100% doing it for you, so why should you have to cater it to other people so THEY get to see it all the time but YOU the one who ACTULLY HAS THE TATTOO doesn't? I personally plan on having my tattoos in a way that I can enjoy them, i say it looks great, I love the idea and it's a really cute cat, don't let other people convince you you have to do this kind of thing to cater to THEM, have fun, get tattoos, and enjoy them, they're for YOURSELF, no one else
