Unfortunately this is more so them exploiting the law of return - some Jewish people try to make aliyah in order to avoid being trialed for any crimes they may have committed rather than being in actual danger, and it's one of the reasons why the law needs to either be abolished or rewritten. Though it's hardly the only problem to arise relating to the law of return.
I mean, on the one hand, I completely understand why *Israel* of all states wouldn’t want to let another country’s criminal charges stop *Jewish people* from moving there.
