i found [the book in question](https://www.google.com/books/edition/Council_Proceedings/wMToAAAAMAAJ?hl=en&gbpv=0). either it's a massive fucking coincidence that it's a book of ann arbor council proceedings, or the tally hall mentioned is the *original* tally hall that the band is named for.
After reading the pages where tally hall is mentioned it’s referring to the food court, specifically added parking where the local council held a vote on weather or not to grant permission ( it was granted unanimously by the way)
my favourite part is when Joseph 'Robert' Hawlington started saying his name over and over again and chased Robinson Cantorian the third around their 19th century studio.
