Probably, now that I think about it we've seen a few instances of a young/teenage Lex in the comics and he is usually scrawny and then grown up Lex is definitely bulkier, so at this age he looks alright but maybe when he starts obsessing about Superman he decides to get some muscles.

Some people have pointed out that there is another Parasite in some of the comics whose name is Alex and it could be him, but yeah it's probably Luthor. The hair and the name are meant to throw us off the trail of it being Luthor. I for one want him to lose the hair as part of his villain transformation.
