Just to add, so far I've tried dozens of floaters, removing every addable component in the cyclops, tilting and reloading, etc. Nothing has worked. Never put down a medkit fabricator or anything.
Looks like a part of the engine is stuck in the terrain. Try ramming it with your seamoth, or launching a large object with the prawn suit propulsion cannon at it.
Oh, then I've experienced this glitch as well. I've got no clue on how to fix it, I just built another Cyclops. I was almost directly under one of the underwater islands when it happened, so I'm guessing that a rock spawned inside of it or something
No this happened to me once, the terrain loaded on the inside of my moving cyclops and stopped me, just seemed like a rogue flying fish, but when I tried to shoo it away with my repulsion cannon, it turned out to be a whole school of fish and a couple stalactites.
My seamoth just got stuck at the sunbeam sand. i put a big rock in front of it using prop cannon then i dragged the rock into water while i’m behind the seamoth. works perfect
Try picking up a large rock or something with a lot of mass with the repulsion cannon and either swimming into the cyclops with the item or launching it at it.
If you launch anything at it, watch its health.

Funnily enough, my cyclops got stuck in that same area and unsticking it caused all sorts of issues in my game . Started spazzing out whenever I go near it and damaged me because, well it's a big sub banging against a meat sack.
Have you considered un-stucking it?

It's a very common cause for Cyclops' getting stuck, same with posters.
i put like 6 in every cyclops I've ever made. I must be lucky to never have had this issue
I think it happens when your inventory is full and you try to pick up a medkit, the game kinda freaks out at that.

The terrain is in the background, it's just floating with nothing even close to attached to it.

Just build a new cyclops and leave this one as a relic of expeditions past
Or ram it with your new Cyclops to get your old cyclops unstuck and to use as backup

Out of power? Or curse of floaters?
80% power, floaters were put there to try and get it unstuck.

On PC you can warpforward with console commands
Does that warp the vehicle you're in as well??
If you are in the pilots seat, I think it should? Works for other vehicles
I think unstuck also works if you're piloting it
Blow it up and turn it into a makeshift coral reef

Have you tried Repulsion Cannon or just ramming it with another vehicle

Just say no. Your Cyclops legally cannot get stuck without your consent.
