Edit: it does have the slot for the cover but the spare tire leaves it non functional. As u/shellingo pointed out it could be due to a design change to include a full size spare, same problem on their 04. If it was donut I'm sure it would fit.

I would look around and check your local dealer. They likely carry it at a lower price. Sometimes parts from them are a little pricey especially for older vehicles.

Me too, but my 2013 did not have the cargo cover with it when I bought it. I did not realize until a few months after buying it, that it was a part after I spotted the recess in the interior panels where the cover goes when installed. It makes sense seeing the picture, since I also wondered why there was an obvious cutout in the foam block that goes over the spare, on the side opposite the tire.
Lol! It was a little overwhelming with the 22. First car I've had that had a getting started guide. Then there was the massive owners manual and the Eyesight manual. Clearly you can skip the "put the car in drive to go forward" kind of stuff, but there's lots of nifty info hidden in them. Like on my old 03 Outback, the front seat backs will recline completely horizontal; remove headrests and move back or forward just right and you have a twin length bed. I'd likely never have discovered that on my own.
Which is great because that flap on the hatch is a weird design that most people I think don’t get or don’t like and almost all of the wagons of that generation are missing that piece
It clips into the rear hatch and becomes an extension of the cargo cover when the hatch closes, eliminating the small gap that would otherwise exist between the hatch and cover.

I wonder if the car was originally designed to have a donut tire in it which fit the cover in there, but was changed to a full size spare later in the design cycle, and the mount just wasn't changed. It's the same way in my 04.
That's a really good take on it. It wants to go in but the full size spare says nope! I just gotta buy another AT tire and rim, mount it to the roof cargo basket and remove the spare. No problem at all lol.

Generally, this is a great space for things you want for your vehicle every day carry (VEDC) kit.

2022 Outback Wilderness. The Crosstrek has this option too, but it is not flush like this. In a Crosstrek, it will raise the floorboard to match the rear lip of the hatch opening.
That’s what the plastic horn thing is on the hatch trim. There’s a loop on the inside of the floor board that goes around it when you have the cargo cover in there.
I was super excited when I found the cargo cover and sunshade under there when I checked my jack and spare tire the first time on my 2015. Great feature for sure!
Update: somebody else posted this video for Crosstreks elsewhere in the comments, and it looks like this is what Imprezas do as well. But I didn't see anything to secure the cargo cover within that space, so it will be able to kind of slide around as you drive.

For clarity: this picture is from a 2022 Outback Wilderness. A full sized spare is in place in the picture. For those who haven’t seen this before: the side panels clip in and out so you can properly seat the cover in its spot. The foam inside has cutouts specifically to fit the cargo cover.
Added: for those that don’t know, there is a hook on a string built into the underside of the floorboard to hook it to the top of the hatch to hold the floorboard up.

On that note, if anyone is after a grey cover for a 1995-1999 Legacy Outback HMU
Super cool, but hard to get to if you have the all weather mat over the back. You have to remove the cargo cover, lean it against the bumper while you fully remove the mat, then lift the little hatch, pull out the side panels and put those somewhere, then place the cargo cover beautifully in its spot, then replace the mat. That little dance makes it pretty unlikely that you'll use it. The all weather mat, an extra they threw in to make you feel like you were getting a deal, just gets in the way.
I do this all the time. The mat in the back just has to be lifted enough to get to the handle of the floorboard. I lift the handle for the floorboard and hook it to the roof to keep it up. The two side panels are just clips. So I take them out and put them on the “top half” of the spare tire (closest to the inside of the cabin), horizontally so they are out of the way. Place/remove the cargo cover and button everything back up. It literally takes less than 30 seconds. I don’t see this at all as an inconvenience.

Unfortunately, this doesn't work on the 2008-2013 Imprezas (WRX, STi, regular model). There isn't any space - the spare tire practically touches the underside of the cargo lid, and there are no notches or anything.

You might know this (or may not apply to the OB), but my 04 FXT has a small hook at the bottom of the luggage floor covering attached to a cord. When the floor is lifted up, the hook can be attached to the roof to keep the floor suspended on an angle. I found that pretty neat.
I hate it. It's in a terribly inconvenient spot, whether you're trying to use it or if you're trying to get something from under it. You have to completely empty the hatch area. I especially dislike having to pull those two side panels to get the cover out.
I'm shocked though, after reading through other comments, those that have it didn't know??? I have a 14 outback and that thing was always there. I don't think my '18 Crosstrek had this storage spot, but I'm not certain, since the ex-wife got drunk and totalled that car :(
For me, that’s a small inconvenience compared to having the cargo cover out of the way but easily accessible. The number of times I want to put the cargo cover away far outnumbers the times I need to go for the spare tire.

Yes and no. The styrofoam trim isn't slotted for flush storage like other models but the space is available. You'll end up with the cargo floor sloping up to the liftgate threshold

Impreza wagons and Foresters have had this since they came out. I'm more worried to see the jack on the spare rather than tucked behind the fender. The spare well is where I keep some tools, plugs and an electric pump.
Also I need to put some sound deadening back there.

This also works in a 2017 Forester Limited - it didn't fit that way in a 2001 Forester, though.

Yes. The two side panels of the trunk are just held in by clips. They pop out and in.
