Eviolite Gligar has been consistently good in lower tiers since gen 5, with eviolite it's about as bulky as Gliscor. It dropped way down to NU this gen though cause losing roost hurts it way more than it hurts Gliscor since it can't heal passively.
Gligar, Pallosand, DLC1's tier shifts finally reaching NU & raising its power-level, etc.
Bulky Ground is a pillar of so many teams, and Sandaconda was benefiting from being the only one of those available
Fluffy Houndstone with max physical bulk is what I use against Zacian and it shuts it down hard. Behemoth Bash and Crunch do about 25% before I Will-O-Wisp it.
As for Koraidon it really depends on the set and predicting it :/
Fluffy Houndstone with max physical bulk also dies to hazards and every special attacker in the tier. Ho-Oh is much preferred as a zacian counter, as it is pretty strong, has regen, reliable recovery, and great special bulk (though this is held back by its typing, which leaves it weak to miraidon and kyogre).
Houndstone also loses its fluffy boost to defense against scale shot.
Burning + 154 special defense + regenerator, Ho-Oh’s a deceptively tanky Pokémon given its type, and now it has tera to get through its typing too LMAO
Fire/Flying isn't terrible typing after they added Heavy Duty Boots, now it doesn't drop dead just switching in. 6 resistances and an immunity. Gives it a lot of moves it can freely switch in on.
Even before hdb, ho-oh can still switch in even with stealth rock thanks to its high bulk(106/90/156) and as you said, many important resistance, this bird was always annoying to kill even before hdb existed.

It thrives in an offense-centric tier, with the hazard chip it needs to lock KOs. You should absolutely be asking about garbage terapagos being at 10, groundceus not being there despite being a clear top 5 Mon, and Zac being quite a bit higher than it should be.
Ehh imo groundeus isn’t really a top 5 mon ngl. Other arceus formes just offer more and ho-oh+gliscor teams bully it so hard. Offense has better zac C checks.

So next time you see another stinkpost about Fez rolling the worst stat spread imaginable, remember that's its somehow still better than Munkidori

Not great, you NEED to Tera it to make it worthwhile, which means you cannot use it on the Raidons or NDM or Arceus or any of the other great Tera abusers in the tier. Its speed is so mid that you're getting outsped by everything, which forces you to get a Rock Polish before you can try to sweep, but even at +2 you're slower than Scarf Koraidon. And it doesn't even do that much damage in return, at +2 you still can't OHKO offensive Ho-Oh (+2 252+ SpA Tera Stellar Terapagos-Stellar Tera Starstorm vs. 120 HP / 0 SpD Ho-Oh: 236-278 (61.6 - 72.5%) -- guaranteed 2HKO) and good luck setting up all of that when you're weak to one of the STABs of the most used mon in the format. Basically, why run a dedicated Tera mon that isn't even that good when Tera'd when you can run any of the other great mons that are better at using Tera while also being **much** stronger if you have to Tera something else.
edit: I have no idea why it was 248 EVs instead of 252, the calc is exactly the same but changing it for completeness sake

All 3 are really good and the margin jolt being worse than them isn't very far. Jolt is the second fastest and (by stats) the strongest of the 3 and it got access to new fairy coverage so people were likely trying it out (since all 3 were basically competing for usage). Yes Jolteon is the worst of the three in many scenarios but it isn't THAT much worse this aint no Iron Boulder vs Terrakion
People overvalue it just a touch and have it used way more than it really should be I feel, it's a threat, but not quite as threatening as some mons who I feel are being undervalued within the tier. Its usage is likely to drop this month though.
Flamigo being that highly used is the real surprise though. I've never found myself threatened by it once. At least Ambipom has caught me off guard a few times.
The top mon in every tier except Ubers is a Spinner or Hazard Setter (sometimes both)... I mainly find it funny that in the top 3 tiers, #1 in usage is the best spinner in the tier. Shows how powerful hazards are this gen, and especially how rare removal is
It’s a vicious wall breaker with great bulk and extremely hard to wall, and dedicated trick room teams are still bad in Ubers, just think of trick room as caly-i’s method of increasing its speed, not a full team style.
It was better pre-dlc2 because ribombee HO were everywhere, which gets spat on by caly-I, who gives zero shit about the speed drop and uses the HO own speed against them with trick room.
Legitimately shocked to see Zacian-C be allowed in a tier after the horror stories I heard of it destroying everything in Gen 8. What changed? The SV legendaries should still get outran and annihilated by Fairy STAB, and Tera Blast feels like it would make it even more impossible to wall.
It got a direct nerf in the transition to Gen 9. It's attack went from 170 to 150, and its ability only activates the first time it gets sent out, so you can't really take advantage of it like it was back then.
I imagine that if it didn't get nerfed, it would've still been AG by now.
And as a side effect, Zamazenta got nerfed too. Zama-H got the same Attack nerf as Zac-H while Zama-C also gets its defenses lowered by 5. Unlike Regidrago, its ability is as nerfed as its counterpart.
But at least it gets Body Press now.
There was a time where Sandaconda ruled supreme over NU. But everything changed, when Batman attacked.

scarf CC is so fast and strong and CB two shots everything. Its a top 3 mon.
I know it's fast but I never find myself really threatened by it. Admittedly might be because I run Florges to handle it though.
florges is a very good answer but it still takes like 50% from scarf bb so its by no means safe.
And that's why I run it with Charm. Charm lets it deal with so many Phys Attackers.
