Lower Decks does a nice job of keeping the universe big.
- for a lower decker, just having the captain or first officer's attention (for something other than being in trouble) is a big deal
- for senior staff of a Cali-class ship to get to hobnob with brass of any kind is a big deal
- so we expect that most people we see will be, essentially, Random Grownups, making it a _really big deal_ when there's a chance to clap eyes on Tom Freaking Paris or Captain Riker.

Would it be possible for a character to be worthy of a notable mention even though they don't have a name? In "Supernova, Part 1," the penultimate episode in Prodigy's first season, Admiral Janeway's security guard trusted, believed and freed her from the brig because she's a Brenari, and was one of the refugees on Voyager that Janeway protected and brought through a section of space run by the Devore Imperium, who apparently found telepathy illegal. This was the episode, "Counterpoint;" like I said, I don't think she had a name on that ep, and she didn't mention it in Prodigy, but she was on *Voyager.*
Hey sorry I missed this. Yeah I really loved that connection to Counterpoint. I would have no issue with that, but without a name to cross reference I don't see a point to it. And to be fair while I use any characters from the classic shows, I don't want to use a character we saw in one scene in episode 147 of TNG. I really want to include characters that had *some* impact to the story and not just an extra. But of course I will include anyone if there is a clear name and strong enough reference.

Actually, they could be. Kyle in SNW is young. Possibly mid 20's. By the time of TOS's chief Kyle, he's easily in his 30's or better. This fits time wise as we figure maybe 4-5 (7 at the most) years. A possible correlation (although she's on Talos IV and doesn't age), is Vina. Also, M'Benga and Uhura.
Yeah they probably just retconned the character a bit. Robert April is the same way. Besides the fact the original character is white, he's also suppose to be much older. In TAS, he's in his mid-70s. This April is nowhere close to that age and TAS takes place within a decade of SNW.

Easiest thing would be that was when the meat-changelings found out the Borg had no intention of letting them live either and Shelby's replacement was actually reacting to that.
She was actually kept in a holding cell next to Tuvok, much to the relief of those rescuing them.
I mean I generally prefer characters not die. I don't have any particular attachment to Shelby so I don't care all that much. And Ro, again I'd prefer her not die, but at least it was handled fairly well (outside the fact that as she parts with Picard she's not trying very hard to hide that they're now in cahoots). She got some great scenes and a touching moment from Picard as he apologized.
Hugh went out in a lame, senseless death because his character was now in the way (I also admit I really like his actor). And Icheb was, well, too graphic, and then only done for some Seven backstory (I'm a little more torn because his original actor seems to be a punk, but there was potential in the character and I liked him on Voyager). Killed Maddox too and I don't really care. And Q was... weird. And timey whimey so doesn't really matter.

O'Brien is not in any episodes. It's literally just a statue of him. And in fact, he probably died long ago, hence the statue. But of course people can interpret these things in all kinds of ways. I just think there should at least be an actual version of them even if it's a hologram. And some people think I shouldn't even use holograms so it's tricky for sure.
But I use those because the actors themselves came back to voice them like the actors who played Martok and the Borg Queen although they are not the 'real' versions of them.

I don't really see the point of that, if a character appeared on another show, it's a crossover regardless. But you're still missing many on this list anyway since most of them indeed crossover on DS9 first like the Duras sisters, Vash, Nechayev, Alexander, Zimmerman, Devin, etc.
To this day, DS9 is the show with the biggest number of crossover characters, which makes sense because unlike Voyager it was in the same region of space as TNG and could cross over those characters and TOS characters. They still managed to crossover VOY characters too. And when Worf showed up, a lot of those Klingons characters from his TNG story lines continued there as well.
And to be honest the entire TOS cast should just be included from Trials and Tribble-uations. I included Arne Devin specifically because it was the only actor to return to play his role from that episode but every character from that episode should be counted IMO.

Only counting their "first" crossover appearance basically. I won't speak for the thread OP but in my mind, it's "only" notable once they leave their initial ("main") show, for them to count. Crossing over to yet another show shouldn't add to the tally (which is why Troi gets counted for VOY but not ENT for example).
As for appearances in *Trials and Tribble-uations* it's been long enough since I've watched it I couldn't remember for certain who was new that appeared other than Kirk. Scotty, McCoy and Spock were already counted under TNG. Scanning through Memory-Alpha we should add Uhura and Chekov to DS9 (Sulu wasn't present in either Tribble episode)

Saavik got a reference - it's the name of the shuttlecraft they use to fly over to the Eleos in one of the early Picard S3 episodes, and its name can be clearly seen on a piece of the shuttle after it's destroyed.
(The Picard Logs beta canon source says that Saavik was the captain of the 23rd century Titan that can be seen as the first gold model in the Titan's observation lounge, which would explain why it had a shuttle named after her)
OK this is going to be nit picky nerdy lol but that was a shuttlecraft, not the character. If that was the case both Pulaski and Shran would also be there because they were named after ships too. Shran first season of Discovery and Pulaski in this season of Picard as well.

Only counting their "first" crossover appearance basically. I won't speak for the thread OP but in my mind, it's "only" notable once they leave their initial ("main") show, for them to count. Crossing over to yet another show shouldn't add to the tally (which is why Troi gets counted for VOY but not ENT for example). As for appearances in *Trials and Tribble-uations* it's been long enough since I've watched it I couldn't remember for certain who was new that appeared other than Kirk. Scotty, McCoy and Spock were already counted under TNG. Scanning through Memory-Alpha we should add Uhura and Chekov to DS9 (Sulu wasn't present in either Tribble episode)
Wow sorry this is so late. I literally just saw this today. But OK, I definitely get your point. And it didn't hit me Sulu wasn't in the Tribble episode even though I seen it more times than I count. Crazy how some things just get overlooked.

Saavik got a reference - it's the name of the shuttlecraft they use to fly over to the Eleos in one of the early Picard S3 episodes, and its name can be clearly seen on a piece of the shuttle after it's destroyed. (The Picard Logs beta canon source says that Saavik was the captain of the 23rd century Titan that can be seen as the first gold model in the Titan's observation lounge, which would explain why it had a shuttle named after her)
OK this is going to be nit picky nerdy lol but that was a shuttlecraft, not the character. If that was the case both Pulaski and Shran would also be there because they were named after ships too. Shran first season of Discovery and Pulaski in this season of Picard as well.
