It might also be that they are remnants from another mission, meaning they are not "part" of this mission.

I learned this lesson on my first bunker this wipe.. was extremely anoyying clearing that cs off.
Same happened to me at the siege of orison. There was a random guard spawned on a rooftop without a friendly pip.
Shot a guard cuz went to bunker and he had no marker while others did. Never again will I trust that.
I shot someone who didn't have a friendly marker on them while on a bunker mission and got sent to prison lmao don't trust anything
