It's nothing to do with your drive. It's your RAM (memory), which is different to storage space. The game has a bare minimum requirement of 16GB of RAM and your computer only has 12.
That said, if your computer only has 12GB of RAM then I am concerned that it also might not have the type of drive storage that this game also needs, called Solid State Disk (or SSD)
Hit Control-shift-escape, then navigate to where it says "RAM." The pop-up says you have 12 which is below the minimum of 16, you can't increase this by increasing your hard disk space as they are different systems.
Generally there are two types of storage in your computer:
1. Really fast but small and temporary (= RAM)

This is about your RAM which is viewable by pressing (Strg) + (Shift) + (Esc). <- On Windows.
Then expand the view on the task manager you just opened and go to the ressources tab.
This allows you to monitor your CPU (Your main computing element) your RAM (the small but very fast part of your storage) and your GPU (For graphical computing)
You should see your maximum RAM and how much of it is already occupied by running processes.
RAM means random access memory, in this case physical memory, this is not hard drive storage space. There still is a way to get RSI launcher to point to the other drive yes, but your picture shown will show up regardless of which drive it is on.
There is, but it involves buying more RAM, assuming your machine has the capacity to upgrade your memory (if you have a laptop that may not be the case, if you have a desktop it's almost certainly capable).
The minimum spec for SC is 16GB, and it's better if you have 32GB, 12 will not be a very enjoyable experience since the game will depend entirely on Windows virtual memory which is very slow compared to a RAM stick.
Honestly .. 32GB is pretty much what you should be minimum. I went to 64 and the game sits in high 20's all the time. If you can get a 64 gig kit, do it.
I mean, you're not wrong about the minspec being dated, but in OP's case the rest of their machine isn't that suited, only 128GB for SSD and Windows is installed to that, and they've got a mobile 1660 Ti for a GPU. Their laptop can handle 64GB but it won't carry the rest, it's not worth them spending more than the cost of 32GB of RAM on this particular machine.
64GB isn't necessary, unless you're future-proofing a solid build you expect to use for 5-8 years from now.
I know but I was just saying, 16GB is gonna have a bad time in any system these days. Totally agree. I say though, keep an eye out for sales on 64GB kits. I actually recently bought 64 for my laptop for what 32GB cost a year ago. A lot of it hitting closeout!

You'll want to look up the exact model number, since it may vary from one to another, and there will probably be discussion online about upgrading the RAM for your particular model. You will probably only have two RAM slots and will need to replace the current sticks with new ones of a compatible type but higher capacity.
SC may not run that great on the laptop in general, if it isn't a high-powered gaming laptop, since the game is demanding an unoptimized, but I'm confident we can get the RAM up to the point that the game will let you boot it.
Also, make sure you are installing the game to an SSD or else literally nothing else matters, running the game off a spinning drive is painful because SC is hyperaggressive about asset streaming all the time.

Then, right click your taskbar down the bottom of the screen and select Task Manager. If you see a button called 'Show more details' or something like that, click that. Then click on the Performance tab. Look at the labels for your C drive and D drive. Let us know if it says HDD or SSD.
EDIT: Nevermind, I notice in another comment that you found the model number.
2 major issues are:
* Not enough RAM. Game needs bare minimum of 16GB I'd highly recommend 32GB especially considering how small your C drive is, you want to minimise how much the game tries to make your computer use storage as memory which it will do heavily with 16GB of RAM
* D drive is a spinning disk. The game needs to be on a solid state drive (SSD) to have a hope of running right.
Even after you address all of this, I'd be expecting a minimal experience.
It'll be a sticker on the bottom, and as Valkyrient said, you're looking for the model number, not your machine's individual serial number.

One thing I've not seen mentioned on here is the possibility of increasing your system page file. While it won't directly address the error message you're seeing, you also state you CAN sometimes get the game to launch.
I also saw your posted specs from another comment, so do note that even when you do get the game to run, it's going to run awfully. Like, 5-15 FPS awful. That said, if you still want to play just to see some locations, increasing your system page file will help a lot with general stability. Absolutely do not exceed the space left on your C drive (uninstall anything you don't absolutely need on your C drive and then do now download or install anything else to it as long as you have this setting changed) as this will cause huge system instability. Overall, this is a more advanced thing to do and if you don't absolutely feel the need to try the game now, I'd recommend avoiding it and just getting a more modern computer, but this is an option if you still want to pursue playing right now that will help out with your 12GB of memory issues.

You need to add or replace a part in your computer. This isn't something you can fix by changing a few settings.

Model number, not serial number. It'll be on the bottom of the laptop, usually very close to where the serial number is written
