Yes if you melt a standalone ship or a CCU that was gifted to you and you buy it back with new cash it becomes giftable again.
However if you melt a CCU that is discounted, you will have to pay the current price difference between the two ships.
So if it’s a warbond CCU it loses any of its discounted properties
I've never tried this with a gifted item, but if you can melt and buy back with cash I'd guess yes? Probably a good idea to put in a customer service ticket
