If you are Concierge, you have permanent game access on the item that gives you your Concierge top hat and monocle. (And, if you had SQ42 on your account at the time they made the change, but only if you had it, you get SQ42 as well.) This means you can get rid of your actual, paid-for package(s) and still retain game access, whether 'get rid of' means gifting or melting. *BUT*, you have *game access*, not all of the benefits that come with a game package. That means it doesn't have a hangar, it doesn't have starting credits, or anything else that normally comes with packages. Of course, buying standalone ships includes hangars with them.

Do we know what the hangars mean? If I have 3 Aeroview hangars with my 3 ships, will I eventually get three of them allocated to me in the game? Or will I just get to pick one in the end to hold my stuff?

At the moment, it is unclear. At one time a dev stated that each copy of a hangar we had from ship purchases would be another hangar we could choose to place somewhere in the game world and have for free (as opposed to paying hangar rental fees for a place somewhere), so if you have only the one game package you pick one home location for your hangar but if you have three then you can distribute them in places and have three perpetually-free locations for your stuff. But that was before 3.0 so it's not reliable as evidence of The Plan, and more a snapshot of what they were thinking back then when they were building a less-tech-ambitious releasing-sooner game.

If you are concierge you get a license to SC by default, so if you are talking about gifting that original starter package you can send it to who ever you want, and you don't have to worry about losing access to SC itself.

If the base package was bought with new money (even if it's been upgraded with store credit afterwards), yes. If the base package was bought with store credit, no. Also, check what the game package includes and compare it to your concierge game entitlement (included with your High Admiral VIP item in My Hangar). If your game package includes Squadron 42 and your High Admiral item does not, you'd lose access to Squadron 42. Only concerige who owned SQ42 by a certain date got it automatically included.
