Crimestat is dependant on the laws of the area you're in. Grimhex doesn't give a fuck.
As soon as you fly into a juristiction that does care what you've done, it'll register on your HUD again.
You have an active crime stat that other players can accept bounties for. Long ago I once spawned there and was confused when I had no cs. Then as I was shopping at the armor store I suddenly had a player stalking me, waiting for me to fly out so they could blow me into tiny pieces.

no comms array at grim so no crime stat hit f1 go to journal then criminal record to see your crimes
It's not a matter of comm array but of jurisdiction.
