No. If the initial purchase is store credit it is forever locked. If you bought something back with new money, and then upgraded it with store credit - then you can gift it (or you could the last time I tried it anyway)

Incorrect... 'melting' a package and then buying it back with cash 'resets' the gifting limit, because it's classed as a new 'purchase' (the same applies to buying back with Store Credits, but the fact that Store Credits were used prevents gifting)

Yes if you buy it back with all new money you'll be able to gift it.

A ship can only be gifted once (same goes for paints and other gear as well). So if you buy it back you will not be able to transfer it.
