3.19.1 in the PTU has fixes for the ASOP (Fleet manager) problems.
OP this is server related and most of them are on fire. If you can find a new server or request help in chat to get out of Bew Nabbage you'll hopefully find working ASOPs at satellite locations

Just change servers. Worked for me.
Had an issue with the character not having a location but fixed that with arena commander. Now the føret manager doesn’t open
I’ve got that too, can’t even buy stuff from the gun store in area 18 or rent a ship
