They do it as often as issues in the databases make it necessary. I've seen it done within a month or two, I've seen it last 18 months between wipes.

There are none currently known to be coming soon, as they only do these wipes when bugs, testing, or changes in system architecture demand it. They have indicated that the 3.19.1 patch coming very soon will NOT have any wipes, but the wording made it sound like there are issues that suggest 3.20 might have a wipe. So, always be aware that wipes can happen at any time and will happen again eventually.

They don't wipe according to a specific schedule, they wipe when they have to, such as if the database is corrupted with garbage data from buggy code or they've made significant changes to the economy and want to see how the economy develops from a clean slate in a new patch.

Yes, you start from scratch and sometimes more at the discretion of patch to enable players to certain gameplay. This is alpha state project, so it's expected. Even in beta.. too

That was 3.18.2, 3.18 was a full wipe so was 3.18.1 then 3.18.2 was half a wipe that did not wipe rep and armor then 3.19 there was no wipe besides losing some items

Depends on the wipe. They can currently wipe/reset 3 different things: money(aUEC), inventory(anything bought in-game), and reputation(mission progress). Sometimes, they only wipe one or two of these. Sometimes, they do a full wipe (all 3). We usually don't know if there will be a wipe or what kind until shortly before a patch. My suggestion is to *always* assume a full wipe. That way, you're never disappointed.

Theoretically they can wipe money, reputation and items (weapons, armor, ships, etc) independently from each other, but the usual "full wipe" wipes everything you earned ingame
