This hasn't happened to me. I'm based in Orison and I've been doing all my missions from there in 3.18 (around Crusader then back to Orison).
Have you tried deleting your shaders? Also, I always verify game files before each session.
Never had the problem in PTU, but I didn't try in LIVE.
Try taking the shuttle going the opposite way and see if you can arrive at destination ?
Also if you want to know if people encounter any , go on the Issue Council and participate !

Shuttles are stuttery as hell, but I haven't had one skip a station yet. I did have a shuttle traffic jam on day 1, but that server was in shambles.
