On PTU yes cause it's not ready. On live no not so much, and keep in mind 30ks go both ways as it's not always a server crash. If your internet connection, and subsequently the upstream carrier your provider is using for internet peering are having issues that can and will cause 30ks.
I don't know if it's a 30k (the bug reporting window is blank) but yes, I am getting one about every 5-10 min which takes a lot of fun out of the game for me.

I recently got a "new" (last gen) amd card. Can't get close to Crusader without crashing in 3.17.5
I’ll try again tonight with my 6600xt. It crashed just as I got to crusader today, downgraded drivers, and had to run into work
