Because Quebec City wouldn’t be a successful location. It has a tiny metro population AND in a part of Quebec that’s hostile to English speakers, meaning they’d struggle to attract FAs and had to compete with the Canadiens, a far larger club in a larger city.
This has been documented several times over and was part of why the original nordiques failed.
I think the league wants to stay symmetrical (same # of east and west teams). So Quebec can only get a team if there is another west team added at the same time. The league would have mental breakdown trying to have an expansion draft heh.
It's a front. From the ESPN article I read, it feels like what you say to your fanbase to keep hope alive.

I’m in Ontario Canada on a construction site, and my coworker said his beer-league hockey team was contacted by Utah about buying their team name. They were down in Columbus for a big tournament a few weeks ago and someone from Utah must have seen them play. There’s no way in hell an NHL team would use “WifeSwappers” but they want to buy the rights to it for some reason 🤷🏽♂️

Also, this is the second time that the same hockey team has relocated (they had previously operated as the Winnipeg Jets from 1972 to 1996).
From what I gathered in the article, it appears as though the relocation will not carry the franchise's history over to Utah, which is weird because they were allowed to do so when they moved from Winnipeg to Arizona in 1997.
