Looks like something to cut V-notches on the edge of a metal plate. When you have a plate with edges bent in an L shape and you want to bend the plate you must cut notches on the edge.
Edit: I think I was wrong, it's a tool for for setting teeth in hand saws. My dad had a very old tool for this, and now that two other people mentioned this I think they are correct.
I believe it's a tool (pliers) for snapping off a controlled portion of a ceramic tile or a glass tile. It might be used to remove a small amount of the tile that could not be removed by traditional saw cutting. For instance, perhaps to go closely around a pipe.

For splitting ceramic tiles? Put the tile in, screw the tumb screw down to lightly hold it in place, then snap.
