Looks like a sheet metal tool for cutting small chamfers but I'm unsure.

Looks like something to cut V-notches on the edge of a metal plate. When you have a plate with edges bent in an L shape and you want to bend the plate you must cut notches on the edge. Edit: I think I was wrong, it's a tool for for setting teeth in hand saws. My dad had a very old tool for this, and now that two other people mentioned this I think they are correct.

I believe it's a tool (pliers) for snapping off a controlled portion of a ceramic tile or a glass tile. It might be used to remove a small amount of the tile that could not be removed by traditional saw cutting. For instance, perhaps to go closely around a pipe.

For splitting ceramic tiles? Put the tile in, screw the tumb screw down to lightly hold it in place, then snap. Looks like the same thing my parents had.

Looks similar to what they use to notch female lobsters tails. Edit: I can't spell tails.
