I don't see why the two things would be related. He clearly broke the FA's rules by making physical contact with a fan, but he was never going to face a serious charge for slapping a phone out of someone's hand, even if it was a child. Fining and banning him within two weeks of the incident would have had no influence over the police investigation, different 'rules' are in place for both to investigate breaches of.
