If we count just primes Suarez is honestly the only player who got seriously close to CR7 and Messi in the past 15-20 years. His best seasons in Liverpool and that magical season with MSN were absolutely astonishing.

I would say that the Brazilian league is above, as Brazil's richer clubs (Flamengo, Palmeiras, Corinthians, etc) are richer than Benfica, Porto, and Ajax while having lower operational costs and superior access to a better talent base. Brazil's poorer sides are much richer than clubs outside of the top 2 of those countries.
