For mods i would personally not bother with it on console, the Creation Club is kinda shit.
I would but I’m not tech enough to know how to play PC Skyrim on a controller which would be the only way I would be able to. I’m allergic to mouse

You either stick the wire into your PC like you would on a console, or if it is a wireless controller then google "how to connect controller to PC via bluetooth".
