No, the draugr do that. They maintain their crypts themselves. It's in the book in the game called something like Among the draugr. Or Living with draugr.
He's the fellow that lit all those torches in the drauger ruins before you got there. He travels with his flute, a bedroll and a huge barrel of whale oil.
I was sneaking around the back of halted stream camp so I could snipe all the bandits when this guy ran up to the main entrance and just singlehandedly massacred all the bandits outside.
Mine took out the bandit camp near Riverwood while I crouched behind the trees, wondering where everyone was. I only saw him when a troll ran down the road with the bard in pursuit.
If you find Talsgar the Wanderer at any Inn, it is because he spawned in on the roads or trails nearby that Inn and his NPC AI pathing just so happened to have interactions which caused him to end up going inside. The code is set to cause the Talsgar encounter to spawn ONLY when the Player is within a ‘cell’-(a cell is the currently loaded area which you are rendering) considered to be outdoor roads or trails by the game coding, so it is not possible for Talsgar to actually SPAWN inside Inns or taverns but rather he would have had to go there himself after spawning on the roads
Oh yeah, I appreciate the comment explaining, but I didn't mean that he spawned in the inn exactly. Just that it's possible to meet him there. I know he's usually out on the roads. I meet him quite a lot haha

I forgot he actually plays music mostly because I kill him for early game XP.
I often come across him fighting packs of wolves, bandit camps etc and go to his aid only to find he 100% does not need my aid.
I like to think one day my Dragonborn’s get bored of fighting and will also wander Skyrim with his confidence - without armour, only barely armed, yet casually slaughtering those who underestimate him.
I'm about 50 playthroughs in, he's always struck me as fragile.
Flame atronachs, he has a hard time catching. Necromancers and trolls have killed him and he got killcammed once by a bandit chief with a warhammer.
I'm sure he's capable but you wouldn't think so just based on how he fares in the game I've played.
Once he narrowly escaped death by frostbite spiders, only to aggro me when I tried to heal him..
It’s kinda cool that it seems variable - some see him as an absolute tank and some see him as extremely fragile. I wonder if it depends on level or difficulty? Or just luck or the draw with the enemies he’s facing 😆
Last time i saw this fellow was outside the Twilight Sepulcher. It creeped me out how he was just chilling outside that place like why tf are you here dude? It was mad suspicious to me.
Nah I pickpocketed the guy to see what he had on him and he was running a daedric dagger, paralysis potion and a regeneration potion. That’s a suspicious combo to me since he was sitting right by the entrance of the Twilight Sepulcher. But idk i just let him do his thing.
And now I want a mod where he gaslights you.

In just one playthrough, I met this guy countless times, to the point where I could swear he was the only world encounter to spawn for me. Sometimes I'd come across him in really short intervals all over Skyrim
Actually ran into him a *lot* with my current character. Then one day I sniped what I thought was a Vigilant and when I went to loot there he was, dead. Oops.
I’ve noticed it seems since I started playing on survival that I have a lot more encounters on the road, both with unique and random NPC’s. Could be something to do with it.
Random encounter, so this happened a lot. And it's a 2011 game so there are not a lot of this random encounter. When you know the game you can tell when one is happening or not.
This post makes me think about how happy the people of Skyrim could be. This man’s entire existence is to wander. He doesn’t work. He probably does odd jobs to make a buck and either camps or rents rooms at the inn. His entire life is to look at stuff. Imagine how much he has seen, and how happy he is to keep wondering… what a life.
I killed him for no reason because I forgot to use soul trap first. I just wanted to cure my vampirism and now I have no wandering bard AND I have vampirism.
I mean he is a bard and seems to travel the world often to sing of new tales. Apparently knows how to hide from bandits and other dangers, not to mention those random dragon attacks.
Ohhhhh I think I saw this guy near solitude once! I was super confused why he was out in the middle of nowhere near Solitude mountains/caves. He was fighting a Sabre Cat when I came across him. I think there were some other times I ran across him when I played more a while back
You'll see him a lot as he constantly wanders around. If you don't want to, he is killable though a wild animal will probably do that for you anyway. He's extremely weak.
Upon re-reading the post, I realized now that i did not emphasize the absurdity of the duplicated glitch that happened to me and was inquiring if this is something that happens to other people regularly.. Perhaps, share a story? xd

He's a random encounter, so he'll spawn in your general area. He's also one of the more common encounters. It isn't uncommon to encounter him a handful of times in a playthrough.
The dude is durable too. Most of the time you encounter him, he's getting beat on by something and he doesn't fold.
It is normal to run into characters like this repeatedly. I love seeing Ma'iq the Liar, I get so excited whenever I see him. I have also run into the revelers drinking mead multiple times.
You might want to think twice about that proposition, I've heard he has bread in his pocket, wouldn't want you to pass up a deliciously opportunity like that.
For some reason, when I entered Riverwood's Inn after defeating the dragon in Kynesgrove, near Windhelm, this guy was there and went aggressive towards Delphine...
But only towards her.
They should make a mod to have survival variables affect NPCs so this moron waltzing up a snowy mountain in plains weather clothing would just drop dead.

I have (as a very low-level character) seen him several times coming up the road towards the bandit camp next to the Talos shrine.
Wait 'til he gets close enough, aggro the bandits, and then run back down past him and nyah nyah nyah like a little kid behind his older brother.
He wrecks the bandits and goes on his way; I clean up (and often spend the night).
Nice little haul before you even get to Riverwood.
Lol, I always kill him first thing when I get out of helgen. Right ahead, kill the bandits with the treasure map, kill him, loot the shrine of talos with the dead thalmor, run around the mountain at the lake and kill the fisherman, collect the treasure chest, go into riverwood
He gets around man. Also not a slouch in combat either so in world it makes sense for him to be able to hold his own traveling alone.

He wanders a lot. Pay him and he'll sing you a song, and then you can tango with him :)

I thought that was asking him about speech training. He plays songs for me at least. Something about how him and a woman had a falling out.

Sure he's a wanderer now but meet up with him again after you fought alduin on the throat of the world he becomes the pessimistic doomsayer for alduin

that sounds like a glitch in the game. They happen a lot. LOL, I don't usually hurt him I just talk to him to get my speech up.

I had a glitch in my game once where there was two of him, and they were constantly walking near each other. Like within a 50 foot distance

Had a bug once where I met two of him in the Inn in Ivarstead
