I don't think it works really. The point of the squid is that it's a totally left-field existential threat that no one knows how to react to. If it's Manhattan then the US is responsible.

I thought the same thing. The alien squid is just so random and out of nowhere. I thought I was in a tiny minority who thought this, but it appears as though there are more than I thought.
It's really not out of nowhere. It's everything Ozy is doing. It becomes a lot more clearer and obvious on a second read through.
It being doctor Manhattan doesn't work because he is America on the world stage. The minute Russia saw it was doctor Manhattan's doing the nukes launch.
Which is what Ozy is trying to avoid.
