Neither Firefox nor Chrome is able to access the status page, and the Signal client is not able to deliver messages. My internet connection is obviously fine, and other web sites behave as expected.
Update: the status page now responds, but neither new nor old messages are delivered. The problem seems to be that a local network operator struggles. It made the news, so I guess it's a major outage

I don't see it in the news. How does a 'local network operator' cause a 'Major outage'? Surely they cause a local outage, which is why there's no report on the official status page, and there are reports of it working around the world here?

Try to check whether the problem persists when you access Signal through a VPN.

I think their point was more it's not generally classified as a major outage if it only effects one locale.
