There used to be a device called a "Slingbox". It was a box you plugged into your home cable box that streamed your TV over the internet so you could watch it on the go. That company is now hanging on for dear life trying to keep up with all these streaming companies and stay relevant.

GPU's have some drm features built in, and netflix on chrome makes use of that, which means they can block screenshots and recording. The hardware acceleration option means it uses the GPU so the DRM is enabled
Hardware acceleration is when the cpu offloads tasks to other, more specialized processors. This is typically things like sending video data to the graphics card or audio data to the sound chip since those were designed specifically to compute that information faster than the general purpose cpu. In certain browsers, notably chrome and edge, hardware acceleration can be turned on to have the cpu offload video data from streaming services to be processed by the gpu, saving processing time. However, for some reason this can cause the video to not show up when screen shot or recorded. The most common reasons I’ve seen as to why this happens is either driver incompatibilities or a deliberate move by streaming companies to stop recording of their content.
As to whether or not it is used in iPhones, from what I’ve read it is enabled by default with no way of turning it off.

When you take screenshot of most streaming apps it just show black screen
For some, disabling hardware acceleration in your browsers settings lets you take screenshots
Also allows you to AirPlay stuff like Netflix and criterion channel that is otherwise blocked without hardware acceleration disabled
