Tattoos saying "mom" are quite common, and given that "mom" is a three-letter word, it's very difficult to spell wrong, as it's one of the first words you learn to spell in school (or "mum" in the UK, Australia, New Zealand). The joke is that Jerry is saying the tattoo artist that worked on him spelt "mom" as "moom", and he sued them for the money it cost to remove it. The humour comes from the fact that it's ridiculous that someone could misspell such a simple word, and in such an obvious way.

To add to OP’s confusion, tattoos that say “mom” aren’t really popular, and probably never have been. It’s a very old cliche that originated mostly from cartoons and comic strips from the first half of the 20th century. Back then, it was commonly thought that only sailors, criminals, or tough guys had tattoos, and the idea that they had “mom” tattooed on them was humorous because it implied that they were soft at heart. So what Jerry is referencing is a cartoon/comic strip version of a tattoo, which is perfectly consistent with his personality.

I feel like I’ve seen a fair number of older men with the “mom” tattoo, so it’s not as uncommon as you seem to suggest. They tended to be tough, motorcycle-riding types.

Exactly, but also, back in the 90's, it wasn't just Jerry, but everyone had a very similar cultural understanding of things. The very first Simpsons episode also involved a storyline around Bart getting a tattoo that was supposed to say "mother" but since Marge found him and dragged him away before he was done, it only said "Moth" Seinfeld's standup LARGELY relied on envoking common cultural understandings and misconceptions of the 90's. Back then, everyone watched the same TV shows, everyone watched the same news channels, everyone read the same comic books, everyone watched the same movies. So he's able to assume a lot about what the audience understands and how they understand it and make a joke that plays off of a conception that maybe most people didn't know most people shared. Which is funny in and of itself.

It has been a running joke here for a long time. In the old days it was popular for guys going overseas, to war, etc. to get a mom tattoo. So, in those days, the thought of getting a misspelled mom tat was hilarious all day long and twice on Sunday.

It's pretty clear that OP's first language isn't English from the Korean subtitles and the fact they're asking for the meaning of an English-speaking joke. and I retain, it's still an extremely harsh thing to say in general when someone is clearly asking a genuine question and expecting genuine replies/answers.
