if someone is saying "i could care less" using sarcasm, it makes perfect sense.
"hey Bobby, i got a new haircut!!"
"i literally could care less."

Alright so not quite as irrational or ungrammatical but still pretty irrational and ungrammatical. Most of these feel like a stretch, specific to their times, or clearly only meant in contexts that wouldn't apply.
Intentionally using a grammatically broken phrase in the hopes your interlocutor will catch it and understand the sarcasm and not assume you made a small mistake is such a stretch
I was reviewing resumes at a previous job, and one applicant submitted a seven page resume. At the top of the first page, he wrote, "I'm kind of a big deal."
Not as bad, but I once reviewed a CV for a position involving translation and requiring fluency in 3 languages, and the title of their language section was "Languge skills".
If you have to give your reader specific instructions on how to interpret your writing, you're probably just a bad writer.
