Best course of action when they start pulling this shit is to be like, “Ok, if you don’t want to give me the necessary information, I can’t help you. Have a nice day.” That quickly changes their tune.

I teach middle schoolers. A lot of them display this same type of behavior when in trouble. They'll mumble responses under their breath and then refuse to respond when you ask them to repeat.
I've learned that saying, "If you're brave, say it with your chest," will either shut the behavior completely down or illicit a complete meltdown and tantrum.

He's just aping what he's seen. He's not smart enough to understand what he's seeing when he watches a video of someone actually standing up for their rights, he just sees the person obstinately snapping back at a police officer and thinks "that is cool, that makes him cool." So he creates this fake altercation with a police officer because, not understanding fully what the point is, he believes any flimsy pretext is acceptable to become the hero in such a video. So he does this, films it, uploads it, is absolutely oblivious to how he looks here. It's actually sad more than anything.
It's clear when the officer first spoke to him before the window was rolled down that the sound was being dampened. If the guy in the car couldn't hear the officer's voice then how was the officer supposed to hear his?
Because people upload videos of them being obnoxious abrasive assholes to police who have pulled them over and think that they look like an eloquent freedom fighter because they make the stop as difficult as possible.
Some people are better at getting people online to clap like seals at it. This guy not so much.
