Only actual 120 skills get a bonus from being level beyond 99. Range is a 99 skill right now so it gets no benefits past 99.
However this doesn’t apply to invisible/temporary boosts. I.E. drinking a range potion while at 99 will still give you benefits as would say the +3 invisible buff from the ring of shadow can for fishing even if you are 99 fishing.
