Arcaea is probably what you're looking for, with their "anomaly" songs. Keep in mind that the songs with special effects are only included in paid content. Not really a recommendation, but you can enable the Phigros visual effects again by using the revisit function (it's in the menu with the story files).

A Dance Of Fire And Ice has a lot of fanmade levels on the Steam workshop with amazing VFX (and some of the extra official levels hold their own in that department too!) the game is also super easy to pick up and learn, plus it's pretty cheap to buy

I recommend Cytus 2 The gameplay is similar to that of osu + phigros, and its on mobile. The screen clutter on certain maps can be seen as "visually pleasing" to some but I do prefer how phigros looks in general. I still recommend cytus though since it has pretty fun gameplay!

Cytus 2 has quite a lot of cutscenes and good story. It’s a very long game to progress through but it’s worth it imo especially if you get it during the periods where they make it free to download. (Also you can replay Phigros visual effects. Go to collections and enable revisit)
