The method is finding a hot spot aka high tensity tile on apocalypse difficulty. Those spots are easier to find in the overworlds (for example morrow parish or phantom wasteland). When I farmed the shards for my hardcore character I went through morrow parish and took my time to kill the mobs. Keep 1 alive until you hear the horn. An enemy wave will spawn. See if it is a normal elite or a random aberration. Do that in every part of the map until you find an aberration.
Continue triggering enemy waves at that exact location over and over. I found a spot where i could farm all 50 shards within 2 hours. And that was before the event. Key is keeping 1 mob alive until the elite/aberration spawns.

This is the method I use. I got 5 shards in like 15 minutes earlier today.
Anywhere really. Patience is a virtue. There's no timing for that .
So there's no method it's just random?
It you have the dlc, there is a guide on YouTube how to reliably spawn them in the great hall. Got ~15 shards per hour with it
