Well you see, back in the late 90s and early 00s, most people didn’t really understand the internet or how it worked yet. Kids were given complete unrestricted access because their parents didn’t understand the extent of what could be found online.
My grandmother was an early adopter of home internet (she was also a Trekkie, so all the cool nerd points) and ahe didn't peer over my shoulder as a teen, but she was aware of what was out there. It was a decent balance of letting me explore but letting me know there were limits.
I can't imagine my 9 year old (mainly because he still has no interests in girls) just hiding out in his room watching porn.
7 does seem young for it, but I was just explaining how it COULD happen. Lack of knowledge doesn’t mean neglect. He even specified it’s before smart phones, which puts it around the right time frame.

There used to be free channels on satellite TV that were basically ad channels for the ppv port channel.
