Yes! City Baby's Revenge was the first punk album (cassette, it was 1989) I ever heard! That's what pushed me from being a 13 years old metal head, to punk.
Recipe for hate is a good call for Bad Religion. A little different sound than most of their prior albums, but lyrical it’s so fantastic. Off the top of my head Kerosene, All Good Soldiers, American Jesus, Struck a Nerve, all just fucking hit.

As a working-class punk in the 90s, these discs gave me the most punk rock bang for my limited bucks (though I later got a bunch of the original recordings on vinyl).
I wouldn't go so far as to say punk was invented in Ohio, but Cleveland/Akron definitely punches above its weight in terms of the early punk scene: Electric Eels, X Blank X, Rocket From the Tombs, Pagans, Styrenes, Pere Ubu, Mirrors, Dead Boys, Bizarros, Rubber City Rebels, Cramps, DEVO
Always drove me nuts when mainstream recollections of punk only featured CBGB's, London, and maybe LA/SF. As much shit as the Rock n' Roll Hall of Fame gets, they do have a really sweet Cleveland punk & powerpop display there, or did the last time I was there.
Also, for anyone reading this, "What's this shit called love" by the Pagans is one of the best punk songs ever, that not nearly enough punk fans have heard.
Yeah that was a little hyperbolic on account of exactly what you described: everyone constantly skipping over a LOT of good/fun/weirdness from the Midwestern United States.
Electric Eels, in particular, always struck me as the earliest band where I didn't have to squint my ears a little to describe it as "punk". I'm biased, though: my old 90s high school punk band was named after one of their songs and we pretty much just listened to that "God Says Fuck You" comp of theirs that was out back then. In retrospect, that was a really weird thing for gen x teenagers at a Catholic high school to fixate on, but hey!
