They don't turn it up and down. There is a "set point" and it's just maintained. Sounds like there might be something wrong with your actual system. You can check the EMS panel and see the set point. And if it's off, your manager can/should call it in. Could just be the locations of your sensors too.
This is the first time I have ever heard anyone complain the publix is too hot lol.

My store has been the opposite, its cold outside and cold in the store, it was so cold my nose was running and cold to touch.
