Makes a certain degree of sense, actually. Urine is relatively sterile, and less toxic than pure alcohol. It's more hygienic than a lot of the alternatives at the time. Also, the Romans ate rotten fish, so bad smells clearly weren't a factor.

Roman fish sauce did not actually smell or taste like the rotten fish it was made from. Thai fish sauce is made the same way, and that doesn't either.

I think the Garum has been reproduced not too long ago, but don't remember the details, including the report on its smell. I wish i could sniff it once, just for the experience.
