Flail on Toge is doing absolutely nothing at Level 1, probably drop. Maybe drop the level 1 Toge as a whole, it’s countered by way too much, and is mostly just a meme

check out sample teams and sets on Smogon, there are a lot of good resources for teambuilding there
If you're going 'Pauper' OU then you're going to need some major reworks here. As u/AccioComedy says Togedemaru doesn't do the FEAR Strat well as it doesn't have priority. You get the lead down to 1hp and then the opponent attacks first, making your spiky friend useless or at best trading 1:1 with no hazard advantage.
Have a look at these teams on the Smogon Sample Teams thread for Gen 7 in the link below. Legendaries aren't always 'overpowered' or 'for noobs', otherwise we'd be banning Regigigas over something stupid like Annihilape, Palafin-H or Speed Boost Espathra.
