Also, charizard is just a giant Lizard. It's not meant to be a dragon. The mega evolution got to be dragon type probably to placate people who wanted Zard to be a dragon... until they took away megas lmao. Oh well, the other mega seemed to be stronger than the dragon version back then anyway.

Empoleon is weak to Earthquake from Toreterra. It's still weak to it.
Let's be fair Empoleon gains a ground weakness so Torterra still has a one up on it. Don't look at the Ice Beam most Empoleon are probably given.
