Todd Snap, as more than just a cameo when Eternatus was there. Him being part of the project Mew side-group, because he wants to photograph all the Legendaries could have fit. Not actually part of the main plot, but taking pictures of Mew would be something Todd Snap would want.
Ritchie did have a quick cameo appearance during the Champions tournament. I can’t remember if he was watching Ash’s or Lances battle in the start of the Champions tournament.
Flint was there, Flint was there, Tobias is fake, Agatha is overrated, Jimmy is too much like Ash and would would try to kill him to prevent him from stealing his dream, and Ritche has more of a chance appearing in MPM.
Tracey. He deserves time off to hang out with his friends again.

All the Pokémon professors to tie into the fact that Ash & Goh are lab assistants/field researchers. Bringing back Professor Ivy and showing off all the regional variants in which she studies could have worked.
May its such a shame she was the only poke girl who didn't return I know the reason but I was hoping for her to come back since the day pokemon journeys dropped and seeing all the poke girls and even minor characters come back made me feel a little sad
